Workpackage summary
WP0 Support project organization and synergy between partners. Monitoring project implementation in a qualitative way and according to the time-schedule and the deadlines foreseen. Perform financial and administrative tasks.
WP1 Involvement of end-users and collection of user needs and operational requirements that will define the functional specifications of the system. Elaboration of the ESS conceptual design and definition of relevant use cases.
WP2 Design and definition of the ESS architecture that will be based in the SOA-model and shall support interoperability, extensibility, scalability, persistency and robustness addressing complexity as well as application and system failures at a variety of levels.
WP3 Build a trial version of the system according to the system architecture design in order to illustrate the performance of the ESS concept.
WP4 Development of data collection tools including cellular probes, GPS trackers, field sensors, porting platforms for the devices and setting up the communication and networking infrastructure.
WP5 Development of the data fusion subsystem that will gather all available data, it will harmonize them into standardized and interoperable form and it shall deliver them to the ESS portal.
WP6 Development of a secure portal that will offer advanced web services for emergency management including 3D visualization and information broadcasting.
WP7 The various components, parts and subsystems developed in the other WPs of the project will be integrated into a unique web-based emergency management support platform.
WP8 The ESS platform will be tested in the field in relation to three test cases and relevant scenarios concerning forest fire caused by an airplane crash, abnormal event in a crowded stadium and accident in a toxic waste dump.
WP9 Dissemination and exploitation activities regarding the results achieved in frame of the project. Organization of workshops and contribution to conferences and international events in the field of civil protection and security are included.

WP 1 - Conceptual design - Requirements and use cases
WP1 will sketch out what the system will look like, define which tasks it should be able to perform, who should be able to use it, what information it should deliver to crisis command centers, under which conditions it must work, and with which databases it should be able to connect.
WP 2 - System architecture
The goal of WP2, led by IGSI, will be the definition of the overall system architecture. It will use the outcome from the requirements study accomplished in WP1. WP2 will start with an overview of existing architectural approaches. The ESS system architecture has to consider multi-level data communication and processing. WP2 will provide the basis for the following work-packages. The system architecture integrates data collection at the lower end, data processing and data fusion on the middle layer, data presentation and portal solutions on the top layer. All layers have distinct requirements regarding communication models, time constraints, data formats and sizes, and security and access control.
WP 3 - Proof of concept
WP3 will be led by IAIS: The main goal of WP3 is to verify and validate the outcomes of the system architecture design (WP2) so that any potential hindrances or incongruities could be detected as early as possible. WP3 creates the necessary prerequisites for effective final integration of the ESS components in WP7.
WP 4 - Data Collection tools development
The goal of WP4 is to develop the data collection tools and to set up of the communication and networking between the collection tools at the front end (field of happening).
WP4 has tight relation to WP5-data fusion mediation system development -which bridges between the ESS applications and the scene of the event. WP4 is also related to WP3, the proof of concept and to WP7, where all the ESS elements are going to be integrated to one system. The full performance of the data collection tools will be tested at the field testing (WP8). WP4 will be developed, most of the time, in parallel to WP5 (data fusion) and WP6 (Portal and applications) and with close depending relations to them.
WP 5 - Data fusion mediation system development
In this package it is our objective to develop tool which will take all collected data from different data sources (WP4 deliverables) - and harmonize them into one comprehensive and complex dataset. This dataset will be consequently used as input for application developed in WP6.
WP 6 - Development of the ESS portal, Web based Applications, Decision support system and prediction model - Alerts
The aim of this Work package is to develop a secure portal and a set of Web based applications to support decision makers during crisis events. The system will be designed with security, redundancy and scalability in mind so that further functionalities can easily be included afterwards.
This WP is largely dependant on the design carried out during the definition phase along WP2, as the developed applications will have to adapt to the architecture defined in aforementioned WP's. It will also build on the proof of concept results (WP3) to include their advances and perform necessary adjustments in the development. Along implementation WP5 shall interact with WP5 in a continuous basis especially in the Database definition and access and defining the learning module for ESS and impact to the database. Along WP7 potential refinements are expected in an iterative procedure till all specifications are achieved.
WP 7 - Integration
The aim of WP7 is to ensure the smooth integration of the previously performed work. This WP willl gather the developments achieved in all previous WPs (1-7) including the requirements specified in WP1 and architecture specified in WP2 and integrate them into a functional system. The output will be used in WP8 for field testing.
WP 8 - Field testing
This WP will be led by CEREN. The objective of this WP is to test the ESS in real conditions. CEREN will work in close collaboration with French end-users, and mainly with firefighters belonging to one of the Departmental Fire and Rescue Service who is in charge of crisis management during an abnormal event. In order to guarantee the success of the project, it is primordial to establish a permanent link between developers and users in order to have an optimal configuration for the system. This will be done all along the project and the field tests success will be the results of this fruitful collaborations. This WP is strongly connected with the previous ones as it will required the competences of all the partners that have set up the ESS in order to install it in an operational way.
WP 9 - Supporting activities and exploitation of the results
ESS will include numerous dissemination and exploitation activities led by ALGO. There will be three main activities: Dissemination, Exploitation and Coaching, Training and Knowledge Transfer. All partners will take part in these activities.
